The Rwanda Association of Local Government Authorities (RALGA) Headquarters, located in Masaka, is a modern office facility designed to provide efficient and comfortable working spaces while integrating functional, environmental, and aesthetic considerations.

L&F Consultants were entrusted with delivering a complete scope of professional services, from comprehensive design review — covering architectural, structural, infrastructure engineering, and MEP (mechanical, electrical, and plumbing) designs — to full construction supervision. Our supervision included chairing and managing site meetings, conducting regular inspections to ensure compliance with project specifications, issuing instructions and variation orders, preparing progress reports, and certifying completed works.

We also oversaw the final inspection process, issued final completion certificates, and provided expert advice on post-construction maintenance, including the preparation of detailed maintenance manuals. This end-to-end involvement ensured that the RALGA Headquarters was delivered to the highest quality standards, fully compliant with Rwanda building regulations and international benchmarks.
